Did you try VictoriaMetrics instead of ClickHouse as data storage for Graphite metrics? It is based on ideas from ClickHouse, but it is optimized solely for a single purpose — for efficient storing and querying of time series data. So it should be easier to setup than ClickHouse, while it usually provides better data compression than ClickHouse thanks to highly tuned encoding algorithms. As an additional bonus, it supports tags out of the box.

VictoriaMetrics supports data ingestion via Graphite protocol, it provides vmagent, which can substitute carbon-c-relay for data replication and it can be queried via go-graphite/carbonapi — see this example for details.
